What a bottom-forming setup looks like

These are US stocks that have stopped falling: names that made a low, bounced, came back to test it, and held. That second test is what separates a base from a stock still on its way down.

The scan looks for momentum making a higher low while price does not, volume drying up on down days, and price holding above the recent swing low. Nothing here is a call that the low is in — it is a shortlist of names where the selling has clearly slowed.

Is a low RSI enough to call a bottom?

No. Stocks can stay oversold for weeks. A holding retest plus a close above the last swing high is far more reliable.

Where is the give-up level on a bottom trade?

The swing low. A close below it means the base failed.
